President Arroyo approves Salary Standardization Law
Government employees and civil servants have cause to rejoice! Based on this announcement, Civil servants are now entitled to performance-based increases.
This, I think, might not sit well with civil servants who have long been benefiting from tenure-based benefits. However, if our more senior civil servants have been rendering good service through good performance of their duties, they have no reason to be miffed about this new development.
I have yet to see what the exact law states, but for the private sector, this might be a good comparison for their own performance based systems.
