Official Proclamation for Eid'l Fit'r 2012 Released

The official proclamation of August 20, 2012 as a regular non-working holiday across the Philippines in celebration of the muslim holiday Eid'l Fit'r has been released by the Palace. Below is a transcription of the actual proclamation:

BY THE PRESIDENT OF THE PHILIPPINES
PROCLAMATION NO. 455
DECLARING MONDAY, 20 AUGUST 2012, AS A REGULAR HOLIDAY THROUGHOUT THE COUNTRY IN OBSERVANCE OF EID’L FITR (FEAST OF RAMADHAN)
WHEREAS, Republic Act No 9177 declared Eid’l Fitr (Feast of Ramadhan) as a regular holiday throughout the country;
WHEREASEid’l Fitr is celebrated by the Muslim World for three (3) days after the end of the month of fasting;
WHEREAS, to promote cultural understanding and integration, the entire Filipino nation should have the full opportunity to join their Muslim brothers and sisters in the observance and celebration of Eid’l Fitr; and
WHEREAS, in order to bring the religious and cultural significance of the Eid’l Fitr to the fore of national consciousness, it is necessary to declare Monday, 20 August 2012, as a regular holiday throughout the country.
NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Monday. 20 August 2012, as a regular holiday throughout the country in observance of Eid’l Fitr (Feast of Ramadhan).
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

DOLE issues Q&A on payment of wages due to suspension of work in private sector on 7 August


The Department of Labor and Employment (DOLE) yesterday issued guidelines on the payment of wages due to the suspension of work in the private sector on August 7, pursuant to Memorandum Circular No. 33-A, Series of 2012 issued by the Office of the President, declaring work suspension in all offices in the private sector in the National Capital Region (NCR), and in the provinces of Zambales, Bataan, Pampanga, Pangasinan, Tarlac, Bulacan, Laguna, Cavite, and Rizal on August 7, 2012 in the view of the continuing inclement weather brought about by southwest monsoon (Habagat).
The Q&A consists of 11 questions that might be of concern to workers or employers.
It answers concerns such as how to compute the premium pay of 30 percent for employees who worked on that day, particularly those who worked in shifts.

1. What is Memorandum Circular No. 33-A?
Answer: Memorandum Circular No. 33-A is a Presidential issuance declaring work suspension in all offices in the private sector in the National Capital Region, and in the provinces of Zambales, Bataan, Pampanga, Pangasinan, Tarlac, Bulacan, Laguna, Cavite, and Rizal.
2. What is the period covered by MC 33-A?
Answer: The work suspension covers only the 24-hour period from 12:01 A.M. of 7 August 2012 to 12:00 M.N. of the same day.
3. If an employee did not report to work on 7 August 2012, is he or she entitled to be paid his/her wage?
Answer: No. In this instance, the principle of “no work, no pay” applies. However, an employee can avail of his or her accrued leave credits, or be covered by a favorable company policy and practice, or by collective bargaining agreement (CBA) granting payment of wages during calamities or emergencies.
4. May an employer require his employees to report for work on 7 August 2012 despite the suspension of work pursuant to MC 33-A?
Answer: Yes, but under the following conditions: (a) the employer should ensure the safety of the employee in going to and from work, like the provision of free transportation, personal protective equipment, first aid medicine, etc. and (b) payment of 30% premium pay.
5. How is the premium pay computed when an employee is suffered or required to work on 7 August 2012?
Answer: The 30% premium pay is computed as follows:
     (a) For normal 8-hour work, usually rendered from 8:00 A.M. to 5:00 P.M.
             Sample Computation (Using NCR minimum wage rate):
             Applicable daily rate = (Basic Pay x 130%) + COLA, if applicable
             = (P426 x 1.3) + P20
             = P553.80 + P20
             = P573.80
     (b) For shift work rendered from 10:00 P.M. of 6 August 2012 to 7:00 A.M. of 7 August 2012
For work rendered from 10:00 P.M. to 12:00 M.N. of 6 August 2012, the regular hourly rate (basic pay + 10% night shift differential) plus COLA, if applicable
For work rendered from 12:01 A.M. to 7:00 A.M. of 7 August 2012, the regular hourly rate (basic pay + 10% night shift differential until 6 A.M. + 30% premium pay) plus COLA, if applicable
     (c) For shift work rendered from 10:00 P.M. of 7 August 2012 to 7:00 A.M. of 8 August 2012
For work rendered from 10 PM to 12:00 midnight of August 7, 2012, the regular hourly rate (basic pay + 10% night shift differential until 6 AM + 30% premium pay) plus COLA, if applicable
For work rendered from 12:01 A.M. to 7:00 A.M. of August 8, 2012, the regular hourly rate (basic pay + 10% night shift differential) plus COLA, if applicable
6. If the employee is permitted or suffered to work for less than the normal 8-hour work on 7 August 2012, is the employer required to pay the employee the 30% premium pay?
Answer: Yes. The employer should pay the 30% premium pay based on the actual work hours rendered.
               Sample computation: 4 hours of work rendered (Using NCR minimum wage rate):
                Applicable daily rate = (Basic Pay x 130%) divided by 8 hours x 4 hours + COLA, if applicable
                = (P426 x 1.3) divided by 8 hours x 4 hours + COLA
                = P276.90 + P20
                = P296.90
7. If the employer requires his employee to work in excess of 8 hours on 7 August 2012, how much should the employer pay his employee?
Answer: The employer should pay the 30% overtime premium pay in addition to the regular wage and 30% premium pay.
8. What is the compensation of an employee whose work shift started from 8:00 A.M. of 7 August 2012, but was suspended, for example, at 10:00 A.M. of the same day?
Answer: The employee shall be entitled to the following:
For work rendered from 8:00 A.M. to 10:00 A.M., the hourly rate shall be based on the regular wage plus 30% additional pay based on the basic pay; and
For the unworked period (10:00 A.M. to 5:00 P.M.), the principle of “no work, no pay” applies. But the employee can avail of his/her accrued leave credits, or be covered by a favorable company policy and practice, or by collective bargaining agreement (CBA) granting payment of wages during calamities or emergencies.
9. Who are covered by the premium pay?
Answer: The premium pay benefit applies to all employees, except managerial employees, officers or members of a managerial staff, house helpers, workers who are paid by results, and field personnel.
10. May an employee be disciplinarily sanctioned for failing to report to work?
Answer: No, provided he/she has advised the employer of his/her inability to report for work.
11. If the employer requires or suffers his/her employee to work at home based on agreed output or standards, is the latter entitled to the 30% premium pay ?
Answer: Yes.

Perspectives: Let Go of Resistance

Smoke jumpers are highly trained, highly evolved, elite firefighters who parachute into difficult terrain to put out wildfires. They need to have an extensive resume in remote terrain firefighting and be skilled in all of the tools of the trade. They must be in excellent physical condition and possess a high degree of emotional stability and mental alertness.
 
In the last century, 15 of the bravest smoke jumpers were battling a fire in a deep canyon when suddenly the inferno turned and raced right at them. The men tried to retreat, scrambling up the steep walls to get away. Tragically, 12 souls were lost.
 
The testimony of the three survivors and a review of the scene revealed a surprising finding. Large poleaxes, shovels and 12 heavy backpacks, in all some 115 pounds per man of professional gear, were on the ground hundreds of yards from where the smoke jumpers first turned from fighting the wildfire to race away. Only three dropped their gear early; the rest couldn't let go until it was too late.
 
This is all too human. Those tools represented who they were. Dropping them was like abandoning their knowledge and relationships for uncertainty. It was a hard choice, and the majority of them never had a second chance to learn how to make the right choices in the future.
 
The same is true of all of us. When we've got something we want, we'll resist like hell before letting go.
 
During research for my book, The Reinventors - How Extraordinary Companies Pursue Radical Continuous Change, my research team and I identified nine skill sets shared by organizations that have mastered the art of embracing continuous change. Here are three of them.
 
1. Yesterday's breadwinners:
Every product or service has a natural life cycle that begins with an introduction, followed by growth, maturity and inevitably a decline as it becomes yesterday's breadwinner. There are no exceptions. One would imagine any highly intelligent business leader would be quick to offload its crumb bearers, but history repeatedly demonstrates that even the best companies - much like the smoke jumpers - find it impossible to let go of their legacy services and products and frequently hold onto them so long they end up destroying the enterprise.
 
Thirty years ago Kodak was warned by its own engineers that digital photography would eventually replace film, but leadership couldn't let the legacy go and endured decades of downsizings, layoffs and plant closures, managing to stay alive only by suing other companies. Blockbuster refused to abandon a brick and mortar business model that relied on late payments for most of its profits and was upended by Netflix, which is now getting its own butt kicked by Redbox because it also refused to let go.
 
2. Ego:
Egoism maintains that individuals always act in their own self interest. Egotism means having an exaggerated sense of self importance and narcissism. Both are equally dangerous. Until leaders replace egotism with healthy ambition, stop doing everything in their own self interest and begin doing everything in the interests of the organization, no good change will occur.
 
3. Conventional wisdom:
In recent years, most Western economies have only grown by 2 or 3 percent annually, and most forecasts predict more of the same. Conventional wisdom dictates that if every company gets its fair share, achieving a 2 or 3 percent revenue increase would be acceptable. Most companies find the prospect of such anemic growth unacceptable and instead strive for an unconventional 5 or 10 percent growth target. Then, they do something really dumb and employ conventional wisdom in hopes of achieving an unconventional result.
 
To achieve an unconventional result, unconventional strategies and tactics must be employed. As writer Oscar Wilde said, "For any positive change or improvement to take place, look to the unreasonable man or woman. Reasonable people will just go along with the status quo."
 
It's the CLO's responsibility to make certain that letting go of yesterday's breadwinners, ego and conventional wisdom are a core part of any learning curriculum and become part of the organization's guiding principles.

10 Ways To Boost Your Metabolism

The Elusive Metabolism Boost

Boosting the metabolism is the holy grail of weight watchers everywhere, but how fast your body burns calories depends on several factors. Some people inherit a speedy metabolism. Men tend to burn more calories than women, even while resting. And for most people, metabolism slows steadily after age 40. Although you can't control your age, gender, or genetics, there are other ways to get a boost. Read on for 10 ways to rev up.


Build Muscle

Our bodies constantly burn calories, even when we’re doing nothing. This resting metabolic rate is much higher in people with more muscle. Every pound of muscle uses about 6 calories a day just to sustain itself, while each pound of fat burns only 2 calories daily. That small difference can add up over time. In addition, after a bout of resistance training, muscles are activated all over your body, increasing your average daily metabolic rate.


Step Up Your Workout

Aerobic exercise may not build big muscles, but it can rev up your metabolism in the hours after a workout. The key is to push yourself. High-intensity exercise delivers a bigger, longer increase in resting metabolic rate than low- or moderate-intensity workouts. To get the benefits, try a more intense class at the gym or include short bursts of jogging during your regular walk


Fuel Up with Water

The body needs water to process calories. If you are even mildly dehydrated, your metabolism may slow down. In one study, adults who drank eight or more glasses of water a day burned more calories than those who drank four. To stay hydrated, drink a glass of water or other unsweetened beverage before every meal and snack. In addition, try munching on fresh fruits and vegetables, which are full of fluid, rather than pretzels or chips


Energy Drinks

Some ingredients in energy drinks can give your metabolism a boost. They're full of caffeine which increases the amount of energy your body uses. They sometimes have taurine, an amino acid. Taurine can speed up your metabolism and may help burn fat. But using these drinks can cause problems like high blood pressure, anxiety, and sleep issues for some people. The American Academy of Pediatrics doesn’t recommend them for kids and teens.


Sinless Snacking

Eating more really can help you lose weight -- eating more often, that is. When you eat large meals with many hours in between, your metabolism slows down between meals. Having a small meal or snack every 3 to 4 hours keeps your metabolism cranking, so you burn more calories over the course of a day. Several studies have also shown that people who snack regularly eat less at meal time.


Spice Up Your Meals

Spicy foods contain chemical compounds that can kick the metabolism into a higher gear. Eating a tablespoon of chopped red or green chili pepper can boost your metabolic rate. The effect is likely temporary, but if you eat spicy foods often, the benefits may add up. For a quick boost, spice up pasta dishes, chili, and stews with red-pepper flakes.


Power Up with Protein

The body burns many more calories digesting protein as it uses for fat or carbohydrates. Although you want to eat a balanced diet, replacing some carbs with lean, protein-rich foods can boost the metabolism at mealtime. Healthy sources of protein include lean beef, turkey, fish, white meat chicken, tofu, nuts, beans, eggs, and low-fat dairy products.


Booster Shot: Black Coffee

If you're a coffee drinker, you probably enjoy the increased energy and concentration that follows your morning ritual. Taken in moderation, one of coffee's benefits may be a short-term increase in your metabolic rate.


Recharge with Green Tea

Drinking green tea or oolong tea offers the combined benefits of caffeine and catechins, substances shown to rev up the metabolism for a couple hours. Research suggests that drinking two to four cups of either tea may push the body to burn 17% more calories than normal during moderately intense exercise for a short period of time.


Avoid Crash Diets

Crash diets -- those involving eating fewer than 1,000 calories a day -- are disastrous for anyone hoping to quicken their metabolism. Although these diets may help you drop pounds (at the expense of good nutrition), a high percentage of the loss comes from muscle. The lower your muscle mass, the slower your metabolism. The final result is a body that burns fewer calories (and gains weight faster) than the one you had before the diet.


Best Bets

The impact of different foods and drinks on the metabolism is small compared to what you need for sustained weight loss. Your best bet for creating a mean calorie-burning machine is to build muscle and stay active. The more you move during the day, the more calories you burn. And remember: working out in the morning has the benefit of revving up your metabolism for hours.

Description of the Job: 

The position reports directly to the Capacity Building Manager -SCCSOPP. Specifically, the jobholder will handle the following:

1. Assist in vetting applicant Civil Society Organizations (CSOs) 
2. Perform diagnosis of CSOs 
3. Analyze the gaps between current capacities of CSOs versus desired state 
4. Work with Technical Leads in reviewing existing training modules of consortium partners and recommends items for improvement in relation with the knowledge gaps 
5. Coordinate with consortium partners and CSO recipients for the training schedule 
6. Prepare administrative and logistical requirements for the training activities 
7. Serve as trainer/facilitator during training activities/Deliver training when necessary 
8. Keep track of the technical consultancy needs of CSO recipients 
9. Evaluate training conduct and quality

Selection Criteria:

1. With at least 2 years of experience in conducting training sessions to varied audience 
2. With working knowledge in training management and training design using adult learning principles

Department/Division : Text2Teach (T2T) / Education and Leadership Development

Location : BPI Head Office

Description of the Job: 

The position directly reports to the Manager of T2T. Specifically the jobholder will perform the following tasks:

1. Provide administrative and logistical support to the T2T project 
2. Coordinate with DepEd / schools / local government units on fundraising and operations – related activities for scheduling purposes
3. Update schools database related to school contact information as needed
4. Consolidate and maintain the donors database
5. Update and maintain the media contacts database and communication files (press releases, articles, etc.)
6. Do school validations, launches, deployments, monitoring as needed
7. Provide research support to the project

Selection Criteria:

1. Graduate of development related courses
2. Proficient in MS applications, particularly Excel
3. Knowledgeable in office management
4. With above average communication skills
5. With good interpersonal skills
6. With good time management skills
7. Open to traveling
8. Detail-oriented
9. Can work with minimal supervision
10.Can work under pressure

MASTER TEACHER

Department/Division : Center of Excellence in Public Elementary Education (CENTEX)

Location : BPI Head Office and CENTEX Schools in Batangas and Manila

Description of the Job: 

The job holder directly reports to the Director of the CENTEX and is tasked to:

1. Mentor teachers in CENTEX schools
2. Manage teacher's resources and materials donated by Ayala Foundation Inc. to both schools
3. Liaison between CENTEX Project Management Office (PMO) and individual schools
4. Coordinate with the principal on teacher assignment and teacher observation and evaluation
5. Handle duties related to CENTEX PMO activities

Selection Criteria :

1. Graduate of Education, major in Elementary Education
2. With excellent communication skills
3. With excellent interpersonal skills
4. Has at least 5 years experience in elementary classroom instruction
5. Has knowledge in strategies and techniques of instruction and management in the elementary school classroom.
6. Knowledgeable in Microsoft applications
